Currently in the design phase, this project aims to convert a vacant community icon into a prominent community asset again. The existing building is the former New Kent High School and is listed on the National Historic Register. This school became the center of national attention in the 1960's when Green v. Board of Education was heard before the Supreme Court, effectively ending “mock integration” in the United States.

To preserve the original character of the building, the Heritage Library plan includes site development that creates an appropriate landscape setting and renews the prominence of the original 1931 entrance. On the interior, the original auditorium space with its coffered ceiling and clerestory windows will be restored and repurposed, becoming the central reading room of the library. The stage, once restored, will become a special reading area. The original office, with its once hidden tin ceiling and trim, will become a special meeting and research room for the county's historical society.
